BULRIS Project

"Establishment of River Information Services System in the Bulgarian part of the river Danube - BULRIS" BG 161 PO 004-4.0.01-003  is financed by the EU through the Operational Programme "Transport 2007-2013" under Priority Axis 4 "Improvement of the maritime and inland waterways"

On October the 4th 2011 Bulgarian Ports Infrastructure Company as a beneficiary under Operational Program "Transport" 2007 - 2013 signed a contract for granting financial assistance MA Number: DOPT-04.10.2011g. project "BG 161 PO 004-4.0.01-0003" Establishment of River Information System in the Bulgarian part of the Danube - BULRIS. " The total approved value of the contract is 35 378 913.72 levs. The deadline for implementation of the project is to 01.05.2014.
The Project "Establishment of River Information Services System in the Bulgarian part of the river Danube - BULRIS" is financed by the EU through the Operational Programme "Transport 2007-2013" under Priority Axis 4 "Improvement of the maritime and inland waterways"

The project contributes to the realization of the common European policy to improve conditions for the movement of vessels on the Danube river - European transport corridor VII, which is one of the most important axes for the development of trans-European transport network. Ensuring the safe passage of ships is a direct commitment of the Bulgarian Ports Infrastructure Company, under article 115 m of the Law of Maritime Spaces, Inland Waterways and Ports of the Republic of Bulgaria.

In connection with the implementation of Directive 2005/44 / EC of the European Parliament and of the Council on harmonized river information services (RIS) on inland waterways in the Community, Bulgaria has the obligation to build RIS system, which is part of the trans-European network. The realization of the project is set as a priority objective of the Ministry of Transport, Information Technology and Communications.

The territorial scope of the project is Republic of Bulgaria, along the River Danube in districts of Vidin, Montana, Vratsa, Pleven, Veliko Tarnovo, Ruse and Silistra.

The overall objective of the project is to harmonize information services to support traffic management and inland waterways. Implementing Directive 2005/44 / EU.

 Specific project objectives are:
  • construction of telecommunications infrastructure of RIS in the Bulgarian part of the Danube - BULRIS, to ensure full and continuous transmission of all data and voice Station "Florentin" the station "Silistra" and the RIS center;
  • create conditions to ensure interaction with other information systems serving other modes of transport;
  • construction of a modern building RIS center in Bulgaria

With the implementation of the project will be a system for RIS, which collect, process, control and disseminate geodetical, hydrographical, morphological, hydrological, meteorological and statistical data relating to navigation on the Danube. The construction of the RIS system and the provision of a full range of services will lead to the difficulties in passing the critical areas in the region and increase the level of safety of navigation, which will make inland waterway transport on the Danube. River more effective and will contribute to the conservation of environment.

The project solves the following tasks:

  • building the necessary infrastructure in 16 communication nodes located along the Danube and one backup center, situated in Varna.
  • construction of River Information Center RUSE. Similar building will be build for the first time in Bulgaria.
  • extending of services and systems..
  • introduction of new technologies to improve the system, legally determined in a new Directive in year 2012
