Crisis Management System with 3D Modelling

Services for counteracting disasters (CAS) for inland waterways form part of a global plan for the protection and counteraction of disasters on different types of transport (air, road, rail and water transport). Each country decides for itself how River Information Service can be integrated in this global plan.
For the implementation of the system for providing CAS key RIS technologies are Inland ECDIS and Inland AIS.

The main components of the system for prevention of disasters using RIS key services in case of accident may provide:

* information about the position of the vessel when missing AIS transponder on board, estimated position based on the reported information will be given 

* cargo information and the number of passengers on board, based on electronic communication

The captains and the responsible authorities are informed with AIS, and NtS messages.

The main objective of the system is to reduce the time required to develop and implement optimal solutions aimed at eliminating consequences of crisis situations, reducing public losses on financial, environmental and other damages and also indirect ones. The system is a powerful tool for decision support aimed at eliminating consequences of crisis situations. The system allows for the coordination, management and security of communication between the units involved in crisis situations.

  • Monitoring the development of crisis situations and elimination of their consequences;

  • Anticipating and assessing the strength of the consequences of emergencies;

  • Planning the course of action in emergency response in order to develop a number of managerial decisions for the selection and implementation of optimal overall operational control;

  • visual representation of large amounts of information in order to better understand the available information by decision makers 

 At present terminal crisis management must include the following resources BULRIS:

  • VTT software, providing traffic information in real-time and forecast such

  • CCTV software to providing visual traffic control;

  • 3D representation of the navigation situation.

3D system for vessel traffic management (3D VTS software) allows visualization of vessel traffic in real time or playback picture of ship traffic. Graphic objects are taken from the library of models of vessels, which is maintained by the VTS system. The visual presentation of the traffic situation is created on the basis of satellite images, field surveys and data on land relief.
The starting point of the operator can be positioned at any point in the virtual space, and also may be fixed to the vessels themselves. Visual effects show the six types of movement, location and orientation. Visual effects synchronized with real data from the system for vessel traffic management (VTS).
